The American Association of State Highway & Transportation Officials is holding its annual meeting through Wednesday in St Louis. The event began Saturday. The meeting features U-S Transportation Secretary Elaine Chao, who is delivering the keynote address Tuesday. Governor Mike Parson is also speaking tomorrow morning.
