Around 11:00 Monday, a St Joseph city employee found an envelope taped shut directed towards Mayor Bill McMurray. The envelope was discovered as a finance employee was going through the daily mail. Emergency officials followed by closing off a portion of City Hall. HAZMAT crews were called in and after investigating it was discovered the substance was human ashes.
